' <br />, <br />, <br />, <br />' <br />' <br />� <br />' <br />' <br />���I <br />, <br />' <br />' <br />' <br />�_J <br />, <br />� <br />' <br />The Excelsior Ditch credits estimated to be available during the 2002 plan year were based on AGUA's <br />50.32 percent interest through ownership and lease, a 60.6 percent factor applied to diversions to <br />compute consumptive use portion, and a 25 percent reduction from the 1908-1985 average historical <br />diversions to estimate the dry year yield reduction. The estimated annual replacement credit available <br />from the Excelsior shares owned or leased by AGUA in 2002 totaled 930 acre-feet. For planning <br />purposes, winter month yields were not included for replacement supply. However, the ditch was used <br />for irrigation during November 2002 through March 2003 of the 2002 plan year and during that time <br />generated approximately 800 acre-feet of additional augmentation credit for AGUA. <br />Board of Water Works of Pueblo <br />AGUA planned to receive 4,900 acre-feet of transmountain or otherwise fully consumable water from <br />Pueblo at the start of the 2002 Plan year. This water typically may be from any reusable sources owned <br />by Pueblo including direct flow transmountain imports, stored transmountain water, changed water rights <br />decreed for augmentation use including those of Pueblo's West Pueblo Ditch shares and fully <br />consumable return flow credits derived from the use of any transmountain or otherwise fully consumable <br />waters. Water from Pueblo is typically made available on a monthly basis as needed by AGUA. Pueblo <br />water can be used to replace stream depletions accruing to the Arkansas River above and below Pueblo <br />Reservoir for AGUA, Booth and some of the substitute supply plans. <br />AGUA obtained a short-term water lease agreement with Pueblo for 3,895 acre-feet at the rate of $18.00 <br />per acre-foot at the end of May 2002. Due to the severe drought that developed, AGUA received a letter <br />on August 1, 2002 from Pueblo stating that they were suspending AGUA's contract for replacement <br />water. AGUA only received a total of 960 acre-feet from Pueblo during the 2002 Plan year and was not <br />able to negotiate a contract with them for the March 1, 2003 Plan. <br />Southeastern Colorado Water Conservancy District (SECWCD) 5ources <br />As stated in the March 1, 2002 Plan, AGUA planned to request a total of 6,365 acre-feet of Fry-Ark <br />Project first use and return flows available from SECWCD. Approximately 5,765 acre-feet were planned <br />for use on the Arkansas River and 600 acre-feet on Fountain Creek. Credits are provided by SECWCD <br />on a predeternuned monthly schedule. In May of 2002 AGUA secured a contract with SECWCD for <br />only 3,259 acre-feet of replacement water at a rate of $6.50 per acre-foot.
