Before I could decide, and I think before <br />anyone could decide, we need to know the potential <br />use. Maybe the Bureau knows it, I don't know. But <br />I have my impressions." <br />MR. BARRETT: "Jim, I'm going to be out of the picture here <br />in a few weeks so when we get to talking about <br />what we are going to do in the future, you'd <br />.better pick it up. I can't speak for my successor <br />because I don't even know who he is going to be." <br />MR. STAPLETON: "I would think that this is a question that <br />maybe the staff and the Bureau can clarify a little <br />further, with this interim change both in our <br />Board and the Bureau. But I'd like to say that as <br />far as I'm concerned I think we can get the Hoyt <br />Reservoir site out of the way. Is there any <br />difference of opinion about that ?" <br />MR. BARRETT: "There's nobody here from Wiggins." <br />MR. OSBORNE: "I speak for Morgan County and I'll speak for <br />the Hoyt Reservoir site. Incidentally, I think I <br />estimated the cost of the Hoyt Reservoir site at <br />$8 million. I see the Bureau came up with the <br />same type of construction that I proposed at just <br />a little bit under that. I was sort of amazed at <br />that figure. I thought it would be doubled. I <br />only multiplied by two. Anyway, it appears from <br />the allocation that the Army Engineers will make <br />for the flood control and the actual amount of <br />water that can be conserved and used, it becomes <br />an uneconomic sort of a thing. I'll agree to <br />that. If it is uneconomic there, it is uneconomic <br />to consider as far as the Platte River is con- <br />cerned. The first case is this sediment load and <br />the statement is made in this report that the <br />Army Engineers are not conducive to thinking that <br />the Hoyt site will answer the flood control prob- <br />lem on the Bijou Creek. I will take issue with <br />that. I think it will. I do know this, I walked <br />a great portion of that country. I know what the <br />terrain is. A large drainage area, it appears, <br />that wouldn't be affected by the Hoyt Reservoir, <br />is of a different type. I was born at Fort Morgan <br />and raised in the area and this area has never <br />flooded due to the type of grasses and that sort of <br />_43- <br />
