No. 1, in my notes, is: <br />'What are the desirable service areas, <br />including both irrigation and municipal <br />water use ?' <br />And in consideration of this question he asked <br />for information on: <br />'What additional water is necessary to firm <br />up existing rights according to service <br />areas ?' <br />No. 2, he asked: <br />'What rights and water are there that could <br />be converted from offstream to main channel <br />storage ?' <br />In this connection, his thinking was that greater <br />efficiency would be achieved by eliminating some <br />of the offstream storage and greater economic <br />benefits would accrue from such efficiency. <br />-3- <br />
