Supreme Court decree which came down only last <br />week and which has been haunting us ever since <br />the case was entered, how much water is going to <br />be brought over, under that finding of the court <br />and put into the river; and how is that going to <br />effect our reservoirs. Then we come down to the <br />St. Vrain. Who, if anyone, is going to build a <br />reservoir on the St. Vrain? Is the Corps of <br />Engineers going to do the flood protection <br />studies which have been asked for the same number <br />of years, probably, that the Narrows has been <br />asked for and what effect are they going to have <br />on the contributions from the St. Vrain, the <br />Little Thompson, the Big Thompson, the Cache la <br />Poudre (we are studying a project in the Cache <br />la Poudre), what are we going to come up with? <br />We can't tell you now; we don't know. We're <br />studying a project there. If we come up with <br />a feasible project, the next question is, will <br />it be authorized by the Congress and built? And <br />if it is authorized and built, what effect does <br />it have on the stream? These are all things <br />above the two sites in question. <br />Now if you are going to have to - and <br />I'm not trying to be facetious, I'm just trying <br />to state the things that come up in here, just <br />the things so you can understand the problems we <br />are up against - get-�all those things settled in <br />their infinite degree, you'll finally build a <br />reservoir somewhere. There I might be facetious <br />saying that you might build anything. But you <br />could finally build a reservoir somewhere that <br />would be precisely and exactly what you needed. <br />Those are the things you get into. So when I <br />say the Bureau would like guidance and instruc- <br />tion, I mean that and you can see why we mean it, <br />because of all these things. We can spend hun- <br />dreds and thousands of dollars and not produce <br />anything that anybody likes. And everyone of <br />these alternates that we come up with, take the <br />Cache la Poudre, we've already got arguments <br />with people up there. Should a reservoir there <br />be located here or here? All of those alternates <br />have to be settled before we settle the Cache la <br />Poudre question and .how much water it's going to <br />contribute down to the Narrows site. <br />-37- <br />
