to me that sound judgment would tell us that we <br />ought to utilize these sites because they last a <br />long time. Then it would seem that during con- <br />struction we evolve a plan of operation and these <br />service areas are defined. We would have time to <br />work out such changes too on the tributaries, Mr. <br />Barkley, if this committee should develop some <br />set of operating principles or some rules of <br />application for service to wherever there could <br />be exchanges worked out on those tributaries. <br />So we do view this development as part and <br />parcel of an upstream storage reservoir at Two <br />Forks, probably. We think it's a very important <br />development for many multiple uses and we think <br />that it can be handled so as to not foreclose on <br />equitable treatment for all of the service areas <br />that could possibly be served either directly or <br />by exchange and those things all remain to be <br />spelled out. I want to say too, that it would be <br />part of the Missouri River Basin Project. The <br />Narrows is authorized now as a part of the Missouri <br />Basin Project. So to the extent that power reve- <br />nues are available in that project, you do have <br />subsidy on irrigation costs. Two Forks being <br />authorized, that too would have to be part of the <br />same Missouri River Basin Project. <br />On the interest rate our Bureau policy at <br />this time is 2h %. We make special analyses for <br />the Bureau of the Budget but this is a minor <br />point as we indicated." <br />MR. SARCHET: "Mr. Chairman." <br />MR. GILDERSLEEVE: "Mr. Sarchet." <br />MR. SARCHET: "The thing that I was suggesting previously <br />was that insofar as I'm concerned and I think from <br />the conversation here probably the balance of the <br />steering committee, that a site selection as be- <br />tween the Narrows and the Weld County at this <br />time is premature so far as we are concerned. I <br />can see from this analysis of the two sites that <br />the construction costs and other features there <br />indicate the Narrows site but I don't have suffi- <br />cient information to know the potential uses of <br />-30- <br />
