Conservation Board that we should proceed and <br />complete our report, which was scheduled for 1964, <br />in 1964. In order to complete that report in 1964 <br />we had to limit our studies to the main stem. We <br />simply cannot go up the tributaries and get it done <br />in that time. There is a possibility now, that if <br />we can, not necessarily today, but when we can <br />reach an agreement on the selection of the down- <br />stream site, that we could go ahead with the con- <br />struction of that downstream reservoir, leaving <br />the rest of the basin, the rest of the valley, the <br />development there, for a later date. What I mean <br />is that we could complete our study on Narrows <br />Reservoir by 1964 and proceed with the construction <br />of that reservoir. At the same time we would know <br />that it would have to be integrated and we would <br />have to go back then for authorization for an up- <br />stream reservoir to complete the service to the <br />South Platte Basin that we think it needs. That <br />is, to complete the comprehensive development." <br />MR. GILDERSLEEVE: "Mr. Sloan." <br />MR. SLOAN: "I want to be very careful of what I say be- <br />cause I am tempermentally pretty impatient. I've <br />known the Bureau of Reclamation boys for a long <br />time and they're good fellows. But I'm unhappy <br />about this whole situation. The Legislature <br />appropriated so much money and the federal govern- <br />ment appropriated so much money and they came up <br />here with a rehash of a survey that was made 20 <br />years ago. I doubt if we are getting our money's <br />worth on that deal. And then you have to face <br />the political facts of life. The old Narrows <br />site is impossible to build. There's too much <br />opposition to it. We fellows on the upper river <br />are not going to buy that because our main ex- <br />change problem is with the boys in Fort Morgan, <br />and if you get that water down too low, we have <br />no possible exchange to work out. <br />To get this show on the road I'm going to <br />propose, Mr. Chairman, that this committee does <br />not accept this survey of the Narrows site and <br />that we name a man from this committee to work with <br />the Bureau of Reclamation for a further study of <br />the right site on the Platte River.
