MR. STAPLETON: "How long would that take ?" <br />MR. BARRETT: "I'm not prepared at this time to say just to <br />what extent we can effect this exchange. That's <br />a study that we still have to make and that's a <br />big study. There are ground water pumping prob- <br />lems, there are a host of problems that enter into <br />it. <br />Just one other thing, if I can leave this for <br />a moment. I wanted to straighten this out and <br />then I wanted to go back to some original premises. <br />Someone here made the statement that the flood con- <br />trol benefits from controlling Bijou Creek at the <br />Hoyt site were largely in the Bijou Basin. Well, <br />the Corps of Engineers gave us these figures. <br />That there are $8,000 of benefits for protection <br />of Bijou Creek flood plain and $44,000 for effect <br />on the main stem of the South Platte River. That <br />is from control at the Hoyt.site. That's all the <br />comment I want to make on that one. <br />We did make the statement at the last meeting <br />that we could not justify the control of Bijou <br />Creek in the Narrows Reservoir from flood control <br />alone. I still think that is true. However, <br />there is a silt problem which is tremendous. The <br />Bijou Creek is a large contributor of sediments <br />to the South Platte River and the danger is this, <br />in storage at either of the upstream sites (I <br />mean either Weld County or Narrows) as soon as <br />you control your floods there, limit your flows to <br />channel capacity, then you eliminate the floods <br />which, in the past, have flushed those sediments <br />contributed from Bijou Creek out of the river. <br />And the minute you control the floods above then <br />those sediments contributed by Bijou accumulate <br />in the river and you will have river aggradation <br />and you will have some trouble, some serious sedi- <br />ment trouble. So from that standpoint we feel <br />that control of Bijou Creek for sediment largely <br />is an essential part of the plan. <br />Now, going back to last January, I am in <br />sympathy with Mr. Barkley that this should be a <br />full basin study. But if you will recall, it was <br />the position of the Director of the Water <br />-25- <br />
