MR. OSBORNE: "Now, let's answer this part. In the last <br />two or three decades we've had prolonged short- <br />ages in the South Platte River. What we want to <br />do is to bridge those shortages. If we can <br />bridge them - we'll take the Riverside, for ex- <br />ample. In 1940 they had 1 /10 of an acre -foot per <br />acre to apply to the land. They didn't get to <br />first base with it. The following '41 was a <br />little bit short and in '42 the floods came again <br />and we had plentiful water. Had there been water <br />available from storage over to those points and <br />we didn't leave the hiatus in there, then we <br />would have found that the reservoirs in 64 would <br />have filled the succeeding year without any hiatus <br />at all. We have found this from practice in the <br />last drouth periods we had. <br />We had four consecutive years of subnormal <br />precipitation in the mountain areas. The first <br />year was short in the upper stream areas along <br />the foothills. We were a little short, you under- <br />stand, because we didn't have the direct run <br />which we have to have to make the full season <br />down below. But we got along pretty good with <br />what we had stored considering the situation. <br />The second year came along and they were still <br />short up here. We just barely got along. In <br />other words, we didn't have a complete failure. <br />The third year came along and the return flow <br />petered out from up here. We didn't fill our <br />reservoirs at all and there was still a little <br />more down in 64. They got along a little bit <br />better. The fourth year come along and we still <br />didn't fill our reservoirs. There was a little <br />bit more precipitation in the upper areas. They <br />were in a little bit better position as far as <br />water was concerned. When we got down to 64 <br />when the fourth year came along, they were very <br />critically short because we had suffered a sus- <br />tained shortage for four consecutive years." <br />MR. BARRETT: "I realize that and I can see that you do <br />have a need for supplemental water. Now I don't <br />know at this time to what extent that could be <br />supplied by exchange if we still remain with the <br />Narrows Reservoir site." <br />-22- <br />
