Or how much of it, if no reservoir was <br />built, goes down and satisfies senior rights below <br />the river? Now, I'm not talking about the water <br />which actually gets out to the land but simply the <br />losses in those two reservoirs." <br />MR. OSBORNE: "I'll answer that question. That's gone <br />through my mind and I've studied that from one <br />end to the other. The 25% is what the actual <br />efficiency is. I would say 50/ of that returns <br />to the river by seepage route, possibly 25/ is <br />lost as evaporation." <br />MR. BARRETT: "That 50% would return above Narrows ?" <br />MR. OSBORNE: "It will return above Narrows. And it does <br />this, it returns above Narrows and it returns to <br />the river more or less as a stable thing. Now <br />this is a larger flow possibly at this time of the <br />year than it is earlier in the season because of <br />less time lag. At this time of the season, the <br />time of use, the time of need, is past for the <br />instantaneous need. Now supposing we take the <br />same water, the 50% that is now returning to the <br />river, and due to the inefficiencies of irrigation <br />we applied two acre -feet of that to the land in <br />the area above the river. It's applied to land <br />and we've taken the energy out of the two feet <br />and we've taken 50/ efficiency of crop growing <br />power energy of that water out. The other 50% <br />is going to return to the river just the same <br />as it now is. So you've got practically the same <br />volume of water as you had before on the lower <br />river, but you've put a power plant in there and <br />you've grown some crops in between." <br />MR. BARRETT: "I realize that, but what I was trying to get <br />clear in my mind is, if half of that 75/ loss is <br />storable in the Narrows Reservoir and not made, <br />the return flows may come at times when they can- <br />not be used directly for irrigation but by storing <br />it in Narrows then it is available for the next <br />season's irrigation on lands below." <br />-21- <br />
