to be any better. This gets us up to the point
of having then spent $2 million and the wheels
are still spinning.
As far as the potential of exchange is con -
cerned physically, I think perhaps we could agree
that there is not a tremendous difference in
upstream potential exchange possibility from
either of those two sites. However, when it comes
to the conservation pool portion of either reser-
voir and its potential use therefrom downstream
in terms of regulation and potential further
usage, I think you have to know first what I you're
going to do on those upper tributaries before you
determine what you're going to have available for
conservation capacity in the lower reservoirs."
MR. STARLETON: "Gil, I'd like to hear from Dave Miller.
He's here for the Board and I'd like to see if
he has any comments."
MR. GILDERSLEEVE: "Dave.
MR. D. MILLER: "I think I'd like to open this by putting
into the record here some interests which I have,
for anybody who says they don't know about it.
I suppose everyone of us judges his decision by
his experiences in the past. I practice law as
Ben does. I happen to be a farmer and I support
the farm from the law practice and that farm
happens to be just about a half a mile from Bijou
Reservoir No. 2. Now in addition to that, I'm a
stockholder in a company that owns a large amount
of land under the Bijou Canal and I work at this
in the hope that there will be a profit. Should
the Narrows Dam be built, as I remember it, a
rather large acreage of land for right -of -way
would have to be acquired from a company of which
I am an officer. Just to make it still more
simple, I'm employed as counsel for the Henrylynn
Irrigation District and a couple of ditch com-
panies up here at Broomfield. This is an old,
trite saying that I have several hats to wear and
I'm wearing the hat today as a member of the
Colorado Water Conservation Board and as such, I
have an obligation to the entire state and to the
basin that I represent.
-16-
