site. However, we feel up here that this study <br />should consider downstream storage and upstream <br />storage in this comprehensive study of the South <br />Platte River. I think the upstream storage is.a <br />must and also upstream flood control. <br />After that upstream storage and flood control <br />is accomplished on the Platte River, probably at <br />Two Forks, some sort of control on Sand Creek, <br />the St. Vrain and the Poudre which could be multi- <br />purpose reservoirs, that perhaps.the need for a <br />reservoir as large as has been designed for the <br />Narrows is not practical or feasible. <br />As to control of the Bijou, it appears to us <br />that channeling the Bijou into the Narrows or the <br />Wiggins or the Hoyt Reservoirs is only a small <br />part of the answer there. The major part of the <br />flood damage on the Bijou is above those points <br />rather than below. I understand that the actual <br />flood damage to the Platte River from the Bijou <br />is not too great, that the main damage is silting <br />by the Bijou. We feel that the best answer to <br />Bijou Creek is control on the upper reaches <br />through retarding dams, ungated retarding dams., <br />land use, something that comes under Public Law <br />566 or other similar programs. <br />In other words, we feel that this study <br />should be a comprehensive study of the entire <br />basin and the multi - purpose uses - flood control, <br />irrigation benefits, municipal benefits and so <br />on. We are somewhat apprehensive that if the <br />Narrows site is approved by this committee, and <br />it has already been approved as a project, that <br />maybe the other features of this study might be <br />neglected or dropped. We think it's essential <br />that they be one unit, the upstream storage and <br />downstream storage, and that that be a partici- <br />pating project in the Missouri Basin and eligible <br />for power revenues. <br />I believe that's about all I have to comment <br />at this time." <br />MR.
