HAXTUN SOIL CONSERVATION DISTRICT
HAXTUN, COLORADO
WHEREAS, the Bureau of Reclamation conforming to the, Pick -Sloan plan for flood
control and irrigation for the Missouri River Drainage area, was given the carrying
out of the flood and irrigation project known as the !'Narrows Dam" and has performed
considerable amount o preliminary work on the project and
MEREAS, some objection has arisen to the proposed project and delayed further
preliminary work, and
VA EREAS, the members of the Raxtun Soil Conservation District have discussed and
considered very fully and carefully, among other things, the said Narrows Dam Project,
and
WHEREAS, the said association was of the unanimous opinion that the construction
of said project will be of special value to Northeastern Colorado; for the following
reasons:
1. The Narrows Dam will provide protection to the property on the South Platte
River below said dam from often occurring floods.
2. The Narrows Dam will provide storage of water at times when the water is not
needed by other appropriators, which water when so stored can be used for further de-
velopment of lands in the South Platte Valley by providing water for lands now not
supplied with water in the State of Colorado. That there exists at this time a large
acreage of land under said proposed dam that is wholly without irrigation water.
3. It is necessary to provide a stream reservoir to impound any waters brought
from the Colorado diver that cannot be immediately used but may be used later. Un-
less this is done there is grave danger that the Colorado River Compact may become
vulnerable, and vital water lost to Colorado developmenU Forever.
k. The association has no doubt but that the Department of the Interior acting
through the Reclamation Bureau will respect and recognize the vested rights of all
water users as it has done in the past. That the representatives of the Reclamation
Bureau have repeatedly given the assurance that it will so respect and recognize such
vested rights, That the consummation of the Narrows Dam Project will then assure the
continuance of our present invaluable water rights and priorities under the laws of
Colorado.
NOW THEREFORE BE IT RESOLVED, That the Haxtun Soil. Conservation District hereby
earnestly approves and strongly endorses in every way the construction of the "Nar-
rows Dam" Project and urges that work thereon be resumed and carried on to completion
without delay according to the plans of the Reclamation Bureau.
That a certified copy of this resolution be sent to the Colorado Water Conser-
vation Board; a copy to each of our two U. S. Senators and a copy each to our Con-
gressmen; and a copy to the Office of the Reclamation Bureau for this Region at
.Denver, Colorado.
Louis Koch
President H. S. C. D.
