-5-
CORRESPONDEN¢E FROM DON 4CHARDSON
Wiggins, Colorado
March 26, 1952
Judge Clifford H. Stone, Director
Colorado Water Conservation Board
212 State Office Building
Denver 2 Colorado
Dear Sir:
I would like to submit for your appraisal, a statement in regards to
the prcposea Narrows Dam Project. This is an individual statement and in
no way shoulr' it be construed to represent the public opinion existent in
MY area,
If you consider the statement worthy of merit, I would like it filed
with other statements received by your office on this subject, if it is
possible at this late date.
As a graduate of Colorado A & M College, with a degree in Soils in
the department of Agronomy, I am perhaps more conscious of the basic cons—
ervation needs of our country at the present time than are many people.
I am somewhat familiar with the policies of the Bureau of Reclamation, being
a former employee of theirs before taking up farming as an occupation. I am
familiar with several projects of their undertaking, that had insufficient
study and utter disregard for public opinions::. and sentiment, that in turn
were less than satisfactory. I am also familiar with other projects of
theirs that are highly practical and satisfactory.
After studying the statements that were compiled by your office regard—
ing the Narrows Dam, I became extremely conscious of the fact, that though
the statements presented opposing the Dam had merit, there was no alternative
offered by them that might suggest a means to accomplish what is needed,
and also meet with their approval. -This fact prompted me to draft this
statement for your study. I believe it incorporates thoughts of quite a
number of people who I have taped with in regards to this subject.
The type plan suggested in my statement is not original, nor is it
unworkable. This is the type control practiced in Iowa, which has been
high137 satisfactory. It is reasonable to believe that if flood control is
achieved in the tributaries to the main stream, the potential flood threat
to the stream itself, is negligible. This type plan naturally offers greater
protection to more people and more land area.
I realize that the appropriation has been made to accomplish the building
of Narrows Dam, but I see little to prevent them from revising their plans
to accomplish the'flood control where it is needed, and proceed with the
main stream stabilization in a manner more satisfactory to more people.
Thank you for your consideration. Very truly yours,
I Inc, /s/ Don Richardson
