7 the officers of the Mutual Ditch Companies, which comprise Consoli— <br />dated Ditches Company of Water District No. 2 have given serious consideration to <br />the proposal of the Bureau of Reclamation that a flood control reservoir and water <br />conservation basin be constructed near Fort 1viorgon at a site known as the Narrows <br />site, and <br />WHERE11S, The Army Engineers have heretofore obtained authorization for the <br />construction of a flood control reservoir at the Chatfield site near the junction <br />of Plum Creek with the South Platte River, and such reservoir will materially <br />control and prevent floods in the upstream area which will consequently assist in <br />the control and prevention of floods in the Fort luorgan areaand downstream there— <br />from, and <br />VTHERtAS, the member ditches of our organization desire to express their united <br />appeal to the'Colorado beater Conservation Board, <br />THERL�FOR6 BE IT REb0LVt;D by the Officers and Representatives of the member <br />ditches of Consolidated Ditches of %later District No. 2, that the Colorado Water <br />Conservation Board be informed of our position and be requeatedr <br />1. To urge the survey and investigation by the appropriate agency of the <br />United States Government of all available sites for small flood reservoirs to <br />control the tributaries of the South Platte River before damage is done to the <br />lower reaches of the river. <br />2. To withhold approval of the construction of the Narrows Reservoir at the <br />Narrows site near Fort Morgan until a complete investigation has been made of . <br />possible sites for small reservoirs on the tributaries to the South Platte River. <br />3. To urge the immediate construction of the Flood Control Reservoir at the <br />Chatfield site on the South Platte River not only to control floods, but also to <br />serve as a temporary conservation basin to impound all flood waters when the same <br />are not needed to supply existing water right priorities. Such water should be <br />impounded only temporarily and should be released when required to supply the <br />demand of existing priorities on the river. <br />4 To urge the immediate construction of the Chatfield Reservoir before any. <br />work is done on the construction of the Narrows Reservoir to enable the water <br />users and agencies of the United States Goverment to study the effects of such a <br />reservoir at the Chatfield site. Construct�on.of the Chatfield reservoir and other <br />reservoirs on tributaries of the South Platte River may demonstrate that the Govern— <br />ment may economize in the construction of a reservoir at or near the Narrows site. <br />BE IT FURTHER RESOLVED that a copy of this resolution be forwared to the <br />Colorado Water Conservation Board. <br />Respectfully submitted, <br />NEVLII BRANTNER EXT.
