CONSERVATION COLMITTEE RESOLUTION <br />Approved by Executive Group, S.A.P.C. <br />December 14, 1951 <br />1, Resolution concerning Narrows Reservoir <br />Whereas, certain proposed structures and dams for impounding irrigation and <br />flood waters, with particular reference to the Narrows Dam, appear not to be <br />physically feasible or economically practicable for the following reasons: <br />(a) It would largely eliminate possiblity of effective flood protection for <br />large areas above the dam. <br />(b) More adequate storage and use of irrigation and flood water can be <br />effected by structures constructed up stream. <br />(c) Reduced sedimentation and control of same can be better effected by <br />construction of upstream structures. <br />(d) All phases of upstream conservation of soil,and water, as well as flood <br />prevention, would be accomplished as is being projected by the Kiowa -- <br />Bijou flood prevention program. <br />(e) Proper structures located on upstream areas and tributaries in lieu of <br />main channel storage dams would provide adequate retardation and stor- <br />age of diverted and excess flood graters to permit more beneficial use <br />of water and protect Colorado in compliance within provisions of inter- <br />state compacts. <br />Now, therefore, be it resolved that the sub - committee on conservation policy <br />of the State Agricultural Planning Committee oppose the construction of <br />structures such as the Narrows Dam because it believes the same expenditures <br />will result in more permanent flood protection, conservation measures and <br />better utilization of all waters, <br />2. Resolution Concerning Kiowa -Bijou Flood Prevention Yrograz <br />°I hereas,a serious flood problem exists in a seven - county area in north- <br />central Colorado, and <br />VIhereas, the leadership in the prevention program is being developed and <br />administered by farmers and ranchers who have organized an action committee <br />and have obtained the cooperation of State and Federal agencies in a one <br />million acre critical area, and <br />Whereas, they realize that upstream controls cog; `_sting of all basic conserva- <br />tion practices are essential to the overall pro_rrn, and <br />Whereas, greater support, both public and private, is necessary to satisfact- <br />orily achieve the objectives of the program, <br />Therefore, be it resolved that the sub- committee on conservation policy of <br />the State Agricultural Planning Committee endorses the Kiovra -Bijou Flood <br />Prevention grogram, commends the work of the action committee, and recommends <br />that appropriate provisions be made to take care of those projects not covered <br />by facilities of State or Federal agencies. <br />
