"Most of that money was to go toward tweal <br />we have major bank stabilization issues that aren't normal." <br />Soil conditions on the east side of the river and high water during last year's runoff are to blan <br />damage, town leisure services director Bob Pfeiffer said. <br />Water got underneath and behind the structures, flushing out the fill dirt and causing some of <br />structures to crack and boulders to fall - in some cases up to 2 or 3 feet. <br />And the water wasn't even that high last year, leaving town officials wondering how the park: <br />withstand an above - average spring runoff. <br />The three damaged structures are on the east side of the bank, which is owned by the Colorado <br />Department of Transportation (CDOT).
