Searchable Databases <br />Page 3 of 9 <br />The corps document gives the town until Sept. 26 to provide either a restoration plan to be approved by <br />the corps or modified construction plans. <br />"The modified structure should provide ecological benefits for the river and restore the flood stage to its <br />preconstruction elevation. This office will not approve your modified plans without proper scientific <br />documentation relating to the project design and location and its expected impacts to the aquatic <br />environment," the document states." <br />Garcia said the corps received numerous comments on the town's plan and he said, "The comments from <br />agencies were nothing beyond what we expected." <br />And he added that aside from the flood stage issue related to the March 2005 work, "we can address the <br />issues." <br />Garcia challenged the corps position that the town was in violation due to previous work. <br />"I don't believe we are in violation in the first place," Garcia said. And he said river bank stabilization <br />concerns were outside of the corps jurisdiction. <br />Aragon said the town had hired consultants, done studies and had gone to great lengths to provide a <br />sound plan.
