Before any RICD water right may place a call, appropriate measuring devices must be <br />installed above the RICD structures. <br />• 4.0.4 Travel Time <br />The Water Commissioners will use their best estimates and assumptions to determine <br />the travel time required to deliver water to the RICD's point of use. If the RICD water <br />rights holder disagrees with the travel estimates, the RICD water right holder may <br />provide appropriate engineering to demonstrate actual travel time. The Division <br />Engineers' Office is not required to accept such engineering. <br />Based upon these estimated travel times, the Division Engineers' Office shall provide <br />the RICD water right holder notice of how much advance time is required to place a call. <br />• 4.0.5 Flow Rate <br />The administration of the RICD shall be based upon average daily flow instead of <br />peak flow. <br />5.0 SEVERABILITY OF PROVISIONS, REVOCATION <br />The provisions in this Instruction and Order are severable, so that if any one or more <br />is invalid, the remaining provisions shall be in full force and effect. <br />This Instruction and Order is in effect immediately and shall be revoked or modified <br />only in writing. <br />Approved by: <br />Date: <br />Hal D.
