Bob Drexel moved that the Upper Gunnison board meet with <br />Gunnison Board of County Commissioners in executive session and <br />then invite public opinion at any time between now and February <br />25. In the interim, the board will meet with the Cindy Covell, <br />hopefully on February 12, 2002, then the board will meet on <br />February 25 and invite public opinion at that time as well. The <br />board can then make its decision on the 25th. Don Cardin seconded <br />the motion. <br />The board discussed releasing information to the public based on the <br />joint meeting with the County Commissioners. <br />Greg Peterson said that he would entertain an amendment to Mr. <br />Drexel's motion. <br />Ken Spann moved to amend Bob Drexel's motion that following the <br />executive session with the Gunnison County Commissioners, we <br />notice a short public informational session about what we are <br />contemplating and that the information be presented in a range of <br />options with input from legal counsel in advance and that the board <br />solicit public input on the options. Dennis Steckel seconded the <br />motion to amend. <br />The motion to amend passed. <br />The amended motion carried. <br />John McClow said that there is a typo in the legal status report. In item <br />IIIa, it should read "without" prejudice, not "with ". <br />4. LEGISLATIVE UPDATE <br />The board discussed Dennis Steckel's memorandum dated January 27, <br />2002 regarding the CWC State Affairs Committee meeting he attended on <br />January 14, 2002. He suggested that this board support a proposed per <br />diem compensation to the CWCB board members. <br />Steve Glazer said that Section 5 of HB 1152 addresses expanding the <br />discretion of CWCB and the Attorney General in the use of the $4 million <br />litigation fund to allow some of that money to be used for non - litigation <br />activities, to include litigation against water rights cases, in particular <br />against in- channel diversions. He suggested asking the CRWCD to try to <br />get that language removed. <br />The manager said that many bills have not yet been introduced, and /or <br />are in draft form. She recommended discussing and possibly taking <br />
