He replied that there <br />are a lot of variables in that, and that while there will be beneficial uses of the <br />park at just about any flow, for special event situations, higher is often better. <br />Steve Glazer pointed out that providing more water for special events would be <br />difficult to do because the water right would not be connected to releases of <br />water. <br />Mark Schumacher said that this is the first time that recreational users have had <br />the opportunity to appropriate water. He asked how the Upper Gunnison District <br />intends to administer the water right and whether or not the board intends to <br />subordinate to other water rights, including future depletions. <br />Gerald Lain said that while he is opposed to a water right for this location, he <br />would be in favor of it in a different location. <br />Butch Clark said that the boating community should define what they really want <br />to do here and can look at the Golden studies for guidance. He said that <br />different kind of things can be done at different flows and that concentration of <br />use isn't always at the highest flows. <br />Greg Peterson concluded, saying that he feels confident that the Upper <br />Gunnison River Water Conservancy District and Gunnison County can work <br />together on this project and will be able to address the outstanding issues such <br />as icing. <br />4.
