The board discussed the manager's recommendation regarding retention of meeting <br />minute tapes that the tapes be kept for ninety days after the meeting date or until board <br />approval of the minutes, whichever is the later date. <br />Dennis Steckel moved and Bob Drexel seconded to keep meeting tapes for ninety <br />days after the meeting date or until board approval of the minutes, whichever is <br />the later date. <br />Dennis Steckel moved to amend the motion to dispose of the tapes after board <br />approval of the minutes, except in the case of a recorded executive session, <br />when statute shall be followed. Diane Lothamer seconded the motion. The <br />motion to amend carried. The amended motion carried. <br />6. MISCELLANEOUS MATTERS <br />The board discussed the potential board member election date of July 9 and the board's <br />annual meeting date of June 24, 2002. The manager said that the public can petition <br />for election up to ninety days before board member seats expire, which would be March <br />26, which does not allow enough days to hold an election prior to June 24 if the court <br />orders are delayed or the District disputes the petitions. <br />The board discussed the manager's draft letter dated February 19, 2002 to Brent <br />Uilenberg of the Bureau or Reclamation regarding the Demand Study, Gunnison Basin <br />Programmatic Biological Opinion. <br />Bill Trampe move approval of the letter as drafted. Diane Lothamer seconded the <br />motion. The motion carried. <br />Steve Glazer said that at their January meeting, the CWCB approved moving forward <br />expressing intent to appropriate instream flows in 2002. There were 26 segments, <br />including the iron fen on Coal Creek as a natural lake level filing. <br />7. UNSCHEDULED CITIZENS <br />Butch Clark said that the consumptive use associated with two mining projects, Mt. <br />Emmons and Powderhorn, should be included in the depletions estimate. <br />Steve Glazer said that he did not know if either mining project qualifies as "reasonable <br />and foreseeable ", and that they should be consulted on independently of the <br />Programmatic Biological Opinion. <br />Mr. Clark said that, as to shortening the minutes, they have become less and less <br />informative over the years. He urged the board to keep meeting tapes for interpretation <br />of minutes if they are to be abridged. <br />
