The board discussed SB -156, which has come out of the Senate Appropriations <br />Committee. Dennis Steckel said that the bill would not hurt or help us a lot. Steve <br />Glazer said that the bill allows the CWCB to stack water rights based on water <br />available and allows for use of severance tax funds to acquire water rights. He <br />encouraged the board to endorse it to show we are on board with it. <br />Dennis Steckel moved to support S13-1 56 in its present form, with compromise <br />language. Steve Glazer seconded the motion. The motion carried. <br />The board agreed to ask Jim Slattery to model the flow recommendations adopted <br />in the RICD application to show percent impacts <br />Greg Peterson said that in the RICD application, the board did not address Lee <br />Spann' s concerns with West Branch. He said that while he thinks it is a valid <br />concern and the board will need to address it, it is cleaner to address it via the legal <br />process in response to a statement of opposition. <br />8. UNSCHEDULED CITIZENS <br />Mark Schumacher requested time at the next board meeting, to bring forth some <br />possible amendments on the River Licensing Act, which was adopted in the late <br />1980s. He said that he plans to start a grassroots effort here in Gunnison County <br />to propose some amendments. <br />Butch Clark said that he may want to get a copy of the District' s policies. He said <br />that some of those policies may be a vehicle to address some of the comments <br />received on the Water Management Plan. <br />Steve Schechter encouraged the board not to make policy decisions in executive <br />session. <br />9. CONSIDERATION OF FEBRUARY 14, 2002 MEETING MINUTES <br />Dennis Steckel moved approval of the February 14, 2002 meeting minutes. Scottie <br />Willey seconded the motion. The motion carried. <br />10. CONSIDERATION OF FEBRUARY 25, 2002 MEETING MINUTES <br />Dennis Steckel moved approval of the February 25, 2002 meeting minutes. Ken <br />Spann seconded the motion. Jim Cochran abstained because he was not present <br />at the meeting. The motion carried. <br />11. CONSIDERATION OF OPERATIONAL EXPENSES PAID <br />Page 6 of 8 <br />
