Steve Glazer said that he is being interviewed tomorrow by Colorado Public <br />Radio about the Big Straw project, which Greg Hoskins is advocating. He <br />said that Thursday afternoon at the Water Workshop he will participate on a <br />discussion panel with Dave Miller. <br />The manager said that she has not yet put together a summary of her trip to <br />Washington, D.C., but will do so. She added that the trip went well. <br />Greg Peterson referred to page 3 of the manager's status report, saying that <br />it would be a good idea to contact owners of structures with undecreed <br />diversions. Diane Lothamer and Bob Drexel agreed. Steve Glazer said that <br />he would like the letter to not be aggressive in encouraging them to obtain <br />decrees but to let them know. Greg Peterson said we could just inform <br />them that their undecreed diversions could be subject to an Aspinall Unit <br />call. <br />Harley Tripp left the meeting. <br />Ken Spann moved and Bob Drexel seconded to send a letter to owners of <br />undecreed diversions, and that the letter be clear that obtaining a decree <br />may protect the owner from an Aspinall Unit call, but not from a <br />downstream, senior call. The motion carried. <br />Diane Lothamer said that the District has received its audit conducted by <br />Dalby, Wendland & Co., P.C. She said that she is happy the with audit, <br />which turned up no problems with the District's financial statements. . <br />Diane Lothamer moved to accept the audit of the District's finances as of <br />December 31, 2001. Dennis Steckel seconded the motion. The motion <br />carried. <br />6 UNSCHEDULED CITIZENS <br />Butch Clark said that it is confusing how people are swapping water up and <br />down ditches. He said that this issue could be addressed on the District's <br />website. He urged the board also to release to the public the yield under <br />the conditional water rights that could be transferred to Blue Mesa. <br />Steve Glazer suggested obtaining advice from counsel regarding releasing <br />that information. He added that in many places, low water leads to lower <br />water quality which could present health hazards in well water because <br />there is less dilution. <br />Page 6 of 10 <br />
