District. The board also agreed to leave the Regular Legal Counsel line item <br />at the current figure of $140,000. <br />Greg Peterson clarified that the $80,000 budgeted for Special Legal Counsel <br />is just for Alperstein & Covell' s participation in the District' s RICD water <br />rights case, and that Helton & Williamsen' s anticipated expenses of <br />$10,000 and Gary Lacy' s anticipated expense of $10,000 for this case <br />need to be included in the General Engineering line item. <br />Ken Spann wants the state to contribute to the General Engineering line item <br />for work carried out in refining the accounting spreadsheet that Division 4 <br />uses. <br />An explanation of the Uncompahgre Valley Water Users Association line item <br />needs to be included in the Budget Message. <br />Ramon Reed suggested that three line items with significant reductions <br />should be further explained in the Budget Message: General Engineering, <br />Upper Gunnison Project Development, and Basinwide Planning. Without <br />explanation, erroneous conclusions could be drawn, such as giving up on <br />water rights. He reminded the board that a significant part of the most <br />recent mill levy increase was for basinwide planning. <br />Butch Clark said that this board will need to participate in Gunnison <br />County' s comprehensive planning effort. <br />6. ADOPTION OF DISTRICT RETIREM ENT PLAN RESOLUTIONS <br />Jill Steele explained that Resolution 02 -10 reflects changes to <br />C.C.O.E.R.A.' s Deferred Compensation Plan, which the District, as a <br />participating entity, must adopt. <br />Diane Lothamer moved adoption of Resolution 02 -10. Bob Drexel seconded <br />the motion. The motion carried. <br />Jill Steele said that the Colorado County Officials and Employees Retirement <br />Association Retirement Plan Adoption Agreement is to convert the District' s <br />employees' retirement plan contributions to a pretax basis, from the existing <br />after -tax basis. <br />Page 4 of 8 <br />
