LAKE FORK WATERSHED STAKEHOLDERS GROUP, <br />REQUEST FOR SUPPORT <br />Don Cardin said that the Lake Fork Watershed Stakeholders Group is <br />seeking a letter of support for their efforts to have a watershed <br />management group. <br />Board consensus was to direct staff to write a letter of support for the Lake <br />Fork Watershed Stakeholders Group. <br />DISCUSSION WITH KEITH CATLIN, CWCB BOAR <br />REPRESENTATIVE <br />Keith Catlin said there is a lot going on in the state with water, with the <br />shortage being the greatest concern. The CWCB spent a lot of time on the <br />SWSI (Statewide Water Supply Initiative) at the last meeting. Camp, <br />Dresser and McKee was chosen to do the study. <br />Steve Glazer asked Mr. Catlin to please-monitor the two CWCB members <br />who are on the SWSI study committee. Mr. Catlin said that he would. He <br />added that the CWCB has legal counsel's opinion that no conflict exists; <br />however, the two have recused themselves from the voting. Steve Glazer <br />urged the CWCB to consider whether it is proper to approve a committee <br />with seated board members on it. <br />Steve Glazer said that he heard some discussion of SB -85 at the last <br />CWCB meeting. He said that we should support this bill. <br />Steve Glazer asked Mr. Catlin why the CWCB voted to approve a flow of <br />only 250 cfs in the District's RICD application. Mr. Catlin said the reason <br />was that the District's professional witness stated that that flow was <br />sufficient for a reasonable recreational experience. <br />Greg Peterson thanked Mr. Catlin for coming. Mr. Catlin invited the Upper <br />Gunnison board to the CWCB's annual meeting on February 4, 2003, at <br />1:00 at the Olathe High School. <br />6. LEGISLATIVE COMMITTEE REPORT <br />The manager said that the committee did not meet, so there is no <br />committee report. However, she said that there are two bills the board <br />should read and weigh in on tonight: HB -1146 and HB -1 113. <br />Page 3 of 8 <br />
