language. She said that Dennis Steckel has expressed concerns that she not <br />participate in discussions of the principles. She noted that in the case of <br />mitigation language, that under Colorado law there is no mitigation requirement <br />except for projects proposed by conservancy districts. She believes that <br />mitigation should be mandatory, not optional, and is not able to express that <br />opinion if she is not participating in the discussions that are taking place. She <br />requested full board direction on the subject. <br />Steve Glazer expressed concern regarding the inference that diversions are a <br />foregone conclusion. <br />Ken Spann said that it would be foolish to be in a position of not having <br />advocated for the strongest possible mitigation and that putting in all possible <br />protection does not eliminate the board's ability to fight a diversion proposal. <br />There was consensus among the board in support of this position. <br />7. MISCELLANEOUS MATTERS <br />The manager said that she received a letter from Greg Walcher in response to <br />her letter expressing concern regarding a potential conflict of interest by CWCB <br />board members in the Statewide Water Supply Investigation. John McClow <br />added that Camp, Dresser, and McKee is very concerned about the letter <br />Kathleen wrote, whether Mr. Walcher is or not. <br />The manager requested board authority to ask Jerry Green to provide the board <br />with a cost estimate for enlarging an existing ditch to develop the District's Taylor <br />Canal conditional water right. This information would be provided to CDOT for <br />use in its realignment of Highway 135. She asked the board if they would like the <br />cost estimate to be done in phases. The board approved engaging Jerry Green <br />for the work. <br />Steve Glazer said that significant progress is being made in the work being <br />carried out by the Pathfinder Project. He said that after meeting the June <br />deadline for completing the recommendations, the group will seek public input <br />by holding presentations to county commissioners, conservancy districts, non- <br />governmental organizations, legislatures, joint agricultural committees, <br />congressional delegations, with the idea of having a final recommendation to the <br />Forest Service in June after receiving the input from these presentations. <br />8. UNSCHEDULED CITIZENS <br />Bill Trampe expressed concern about the drought and urged the board to look at <br />how much water might really be in the stream systems. He said that as the <br />board works with administrative issues and with the Division Engineer, it should <br />try to apply that administration to whatever the hydrology might be on given <br />Page 4 of 6 <br />
