Discussion ensued regarding what the appropriate <br />wattage would be. That amount was unknown. Richard Wojdakowski suggested that 500 <br />watts be tried. <br />Moved by Commissioner Anderson, seconded by Commissioner Starr to amend the motion <br />that in addition to the other requirements for the variance, the 1000 watt bulb in the pole <br />light be taken out and a 500 watt light be reinstalled and that the County can reassess that <br />illumination in the future. <br />Amendment passed unanimously. Motion passed unanimously. <br />BREAK: The Board recessed for a break from 3:20 to 3:35 p.m. <br />OIL AND GAS MORATORIUM: County Attorney Baumgarten reported that the temporary <br />moratorium on applications for oil and gas drilling operations, as specified in Gunnison <br />County Resolution #2002 -35, will expire in early April. The County Planning Commission <br />and then the Board of Commissioners will consider adoption of temporary regulations for oil <br />and gas drilling operations, prior to May 13. Therefore, County Attorney Baumgarten <br />suggests that the Board extend the temporary moratorium until that date. Assistant <br />Planning Director Neal Starkebaum was present and reported on upcoming review and <br />possible approval dates for the temporary oil and gas regulations. On April 18 the Planning <br />Commission will hold a work session; and on April 21 a joint public hearing between the <br />Planning Commission and the County Commissioners will be conducted in Somerset. On <br />May 9 the Planning Commission and County Commissioners will have a joint public hearing <br />in Somerset regarding the North Fork Valley Energy District, with the County Commissioners <br />to conduct a special meeting for adoption of the temporary oil and gas regulations, following <br />the joint public hearing. <br />Moved by Commissioner Starr, seconded by Commissioner Anderson to adopt Resolution <br />#2003 -25, A RESOLUTION EXTENDING A TEMPORARY MORATORIUM ON GUNNISON <br />COUNTY LAND USE CHANGE AND OTHER APPLICATIONS FOR OIL AND GAS DRILLING <br />OPERATIONS. Motion passed unanimously. Motion passed unanimously. <br />WHITEWATER PARK: County Manager DeVore reported that a Memorandum of <br />Agreement needs to be worked out with the Todd Crane Center for Outdoor Leadership, <br />regarding the future operation of the Gunnison Whitewater Park. Another structure in the <br />water will be completed this spring.
