GRANT APPLICATION — Hinsdale County <br />Description: It is proposed to build a more permanent control structure at the outlet of <br />Lake San Cristobal to increase the water storage capacity of the Lake. A study needs to <br />be conducted by a qualified engineering firm to determine various impacts on the Lake <br />itself, the public and private properties surrounding the Lake, and the down stream <br />environment by raising and holding the Lake level to a predetermined level based on the <br />outcomes of the study. Attached is a Request for Proposal (RFP) that has been sent to 17 <br />engineering firms. The development of the RFP is the result of collaboration between the <br />UGRWCD, the Chief Engineer of the CRWCD, environmental and hydrological <br />specialists from the BLM, the State Division of Minerals and Geology, the Lake Fork <br />Watershed Stakeholders, the Upper Gunnison Basin Water Quality Monitoring Program <br />and a local management consultant with extensive experience in contract management. <br />Funds will be used to reimburse costs for the engineering study, consultant fees (not to <br />exceed 5% of the grant), follow -on permitting fees and negotiations with various <br />agencies to lay the ground work for future construction of a control structure, legal fees <br />(if necessary — other than as provided by the UGRWCD) and other miscellaneous costs <br />associated with the project. The proposed project would satisfy Goals 3 and 5 of the <br />UGRWCD Final Draft Water Management Plan, January 2003. <br />TECHNICAL ASPECTS of project may be found in the attached RFP <br />FINANCIAL: Based on an earlier request from a local engineering firm to determine <br />the estimated costs of undertaking such a study, the cost was around $29,000. However, <br />after more extensive review and the inclusion of the requirement to provide preliminary <br />design and build costs for a control structure plus other additions to the original proposal, <br />the anticipated costs of the study may be around $60,000 broken down as follows: <br />Cost of Study $55,000 <br />Contract Management Fees 3,000 <br />Follow -on costs: fees, <br />legal fees, permitting <br />fees, and misc. 2,000 <br />Total $60,000 <br />BENEFITS: The results of the engineering study will provide a more exact amount, but <br />it is anticipated that anywhere from 320 to 960 acre feet of additional water may be <br />stored behind a control structure at the outlet of Lake San Cristobal. The proposed <br />primary use of the water would be for the benefit of water users along the Lake Fork of <br />the Gunnison River. A secondary use could be for the maintenance of instream water <br />flows and improvement of the fishery. <br />
