RK Arkansas has voluntary flow program, responsible for light turnout, has provided rec users <br />vehicle to work together. Made strides to do that to point that many people recognize that if <br />inchannel rec filing would probably adversley affect voluntary agreement. <br />DT would probably join them in halting something that would harm. <br />RK steve will talk to boaters about wehther to file on xx case. Golden case gave all water <br />filed on. Judge made filings we considered highly suspect that we felt needed explanation. At <br />some point exceeded limitations in fort collins case and taken on roll of CWCB in an instream <br />filing. Asked _- if go in with us, will <br />DT the board could have filed if Golden cooperating could have filed on their behalf. <br />RK could have on instream to protect env to reasonable degree.
