Are there any questions <br />or comments from members of the committee before I <br />ask Senator McCormick how he - would like to proceed <br />further - r before we get to testimony whether or not <br />there is some amendments which you would like to <br />offer to the bill to put it in a posture of an <br />amended bill or you want to .. <br />McCormick I do have an amendment to this bill. I will ask the <br />staff, the other members of the staff. I think that <br />before we get to some of the discussions that I have <br />made that it might be well for other people to speak <br />for or perhaps against the bill. What I have tried <br />to do, Mr. Chairman, in fairness is to review the <br />thinking of myself and others at the time that s.B, <br />97 was passed What -our intention was - --what my <br />current intention is - -in introducing this, that <br />procedures are available in Colorado law to those who <br />wish to us', them under the Colorado law through what <br />I believe is to be the good offices of the Water <br />Conservation Board to speak to the general purpose of <br />instream flows for environmental purposes. some <br />oppose perhaps that we do it all. Others who I would <br />think would praise it criticize that we don't do as <br />much as "they want ", whatever that means. And so I <br />think that what we have here is a.recognition that in <br />1987, enough time has passed since the original bill <br />and the others have passed that a legislative <br />redefinition of where we stand and where we seek to <br />go should take place. I do think that former Senator <br />Anderson is here and he was the prime sponsor of <br />this; I'd like to give him a chance later after some <br />of the others because I Qm sure his memory includes <br />at least all that I have told., and same more, I <br />assure you. <br />—6— <br />
