Existing Literature and Hydrology Information <br />An examination of existing reports and other documents is a useful first step for understanding <br />recreation opportunities in an area and the - ways that flows may affect them. We expect to review <br />the following: <br />• Additional information about Lacy's course design work, including larger scale maps of <br />the channel modifications and the whitewater features they are designed to create at <br />different flow levels. We have asked Lacy and the Golden applicants to provide this <br />information. <br />• Guidebooks and web pages describing boating opportunities, as well as photographic or <br />video footage from the course at different flow levels. We have asked Lacy and the <br />Golden applicants to provide available representative samples of this photographic media <br />via interrogatories. <br />• Hydrology information for assessing the proportion of time that various opportunities <br />would be provided under alternative water rights claims. All hydrology information will <br />refer to the Clear Creek USGS gage near Golden. The gage is immediately upstream of <br />the course. <br />Interviews <br />Beginning on January 15, CRC has been conducting a series of structured phone interviews with <br />experienced Clear Creek boaters. As of January 26, 14 interviews had been completed, but the . <br />data have not been analyzed beyond a cursory review. Interview information is not being used in <br />this report as a basis for specific opinions about flow needs for high quality boating opportunities <br />on the Golden course. However, interview information has suggested that there are specific <br />opportunities available on the course, and that boaters appear able to distinguish different flow <br />ranges. with those opportunities. In this general way, interviews have served as a partial basis of <br />opinions in this report. If additional interviews and more complete analysis of interview <br />information suggest revisions are necessary regarding any opinion, we will note that in the <br />supplemental report. <br />The interview sample is being developed through networking among front range boaters. The <br />supplemental expert report will provide additional detail about the sample frame, response rates, <br />the interview protocol, and analysis strategies. That report will also contain a list of interviewees, <br />a profile of the sample, and the interview questions. Findings from an analysis of interview data <br />will be included in the supplemental report, and will be used to develop flow evaluation curves <br />for specific opportunities and assess the utility of various flow claim structures.. <br />Resource Reconnaissance <br />A site visit to the Golden course is planned for January 29 and 30. This visit may include boating <br />on the river, and will be documented with both video footage and still photographs. We plan to <br />meet with the course designer, Gary Lacy, while at the site, as well as with at least one <br />experienced boater. The goal of the fieldwork is to familiarize ourselves with the course features <br />and verify opinions.about its design and functions. Information about the site visit will be <br />provided in greater detail in the supplemental report. <br />Office-Based Methods <br />Corbett (1991) and Tennant (1976) have developed office -based formulae that can be.used to <br />estimate recreation threshold flow needs as a function of mean annual flow for a river.
