I can provide more detail regarding design information if necessary. <br />The structures and their elevation/configuration were designed to provide depth for <br />boating during minimum floatable flows, even when.the whitewater wave features are not present. <br />Please see the enclosed plan, .profiie and section views of a typical structure within the <br />Whitewater Park. <br />Whitewater Recreation Flows <br />The primary purpose of the Whitewater Park is to provide a whitewater recreation <br />experience for kayaks and other whitewater craft. The amount of flow required to provide a <br />reasonable recreational experience for these uses is 500 cfs. Water at this flow rate will be <br />controlled and diverted throughout the Whitewater Park and will not be wasted. The waveforms, <br />hydraulics, eddies, and holes powerful enough at this flow to be conducive to play= <br />boating, slalom boating, and squirt boating. This flow for which the Whitewater Park was- - <br />designed (500 cfs) was based on basic hydraulic formulas coupled with a working knowledge of <br />this segment of the Arkansas River and its characteristics . The structures that will create these <br />features are hydraulically and structurally sound, with anchors into the bed and banks of the river <br />with large stone and concrete. Please see the enclosed plan, pro file and section views of a typical structure within the <br />Whitewater Park. <br />Conclusion <br />The opinions in this letter are based on my experience in designing whitewater parks and a <br />long avocation as a whitewater paddler. Eased on that background, it is my opinion that a <br />minimum floatable flow rate is 100 cfs, the flow necessary for a reasonable whitewater boating <br />recreational experience is 500 cfs, and a optimum flow rate is one of up to 2,000 cfs. It is also my <br />opinion that the Arkansas River Legacy Whitewater Park will attract big events and many boaters <br />at 500 cfs and above. ' However, the quality of the Whitewater Park will be enhanced as flows <br />increase. In fact, higher- flows make the Whitewater Park the recreational attraction it was <br />designed to be. <br />I have been or.will be compensated at my expert witness hourly rate for the work <br />contained in this report.
