Charles Mesa Water District <br />diversion structure by completing construction of the Moffat St. Chute.. This existing. barrier <br />consists of a drop structure that spans the entire channel, and acts to divert water from the river. <br />This barrier currently creates a safety .hazard and impediment to boat passage on this stretch of <br />the Arkansas River. A portion of a whitewater boating improvement previously constructed <br />to provide navigability and safety of boaters through this structure. Similar construction and <br />design techniques as were used for this improvement will be used for the other portions of the <br />Arkansas River Legacy Whitewater Park. When the remainder of the Moffat St. Chute is <br />completed, it will complete the whitewater amenity to allow barrier -free float. trips through the <br />downtown area. The completion ofthe construction of the. -Moffat St. Chute will not have an <br />adverse impact on the structural or hydraulic integrity or functionality of the existing St. Charles <br />Mesa diversion structure. <br />Use of the Course <br />The Whitewater'Park will be very popular and could host numerous events. Many people <br />will enjoy it year -round for all types of whitewater boating. This project will distinguish itself <br />from other similar projects and be a major attraction due to the mild climate, water quality, water <br />temperature, and easy access from many Front Range locations. At lowest flows (minimum <br />floatable flow), the Whitewater Park .will mainly be used be for beginners and novices to practice <br />their skills on moving water. At higher flows, the it will be capable ofbeing used for slalom <br />events, play- boating, cartwheeling;xodeos, etc. <br />Use of the Whitewater Park will occur at many times, including during the night. <br />Nighttime boating is an option similar to the nighttime winter 'boating that was popular on <br />Boulder Creek due to nighttime hydro -power release, and is popular on Clear Creek in Golden. <br />Special evening events (e..g., New Years Eve) have been held on the Boulder Creek Course for a <br />number of years. and similar events could be scheduled in Pueblo. When flows are adequate, use of <br />the Whitewater Park for a variety of types of boating occurs. <br />Minimum Floatable Flow <br />"Minimum floatable flow" is the flow rate necessary to float an average size small <br />whitewater craft through the Whitewater Park. Pools will have sufficient depth for a paddle <br />stroke to be taken, but little or no hydraulic whitewater features will exist or be created. <br />The Whitewater Park will have a minimum floatable flow rate of 100 cfs: Water at this <br />flow rate will be controlled and diverted throughout the Whitewater Park and will not be wasted. <br />The minimum floatable flow rate for which the Whitewater Park was designed (100 cfs) was <br />based on basic hydraulic formulas coupled with a working knowledge of this segment of the <br />Arkansas River and its characteristics.
