Upper Gunnison River Water Conservancy District 02CW038 concerning Gunnison County's development of outdoor recreation amenities, the history of the Gunnison Whitewater Park, public meetings concerning the park, the employment of Gary M. Lacy to design the park, funding and construction of the park, permit acquisition, studies of flooding and flood control impact, the appropriateness of the reach chosen for the whitewater park, ownership of the whitewater park and access thereto, expected usage, and anticipated benefits to the community. 7. Dr. Mark Gibson, Professor, Western State College, 233 Wright Gym, Gunnison, Colorado 81230, 970 - 943 -7129. Dr. Gibson is a member of the Recreation Department faculty at Western State College. He teaches courses on outdoor leadership and skills, and is an avid boater himself. He has information concerning the desirability of the whitewater park for the Western State College outdoor recreation programs, as well as the park's overall benefit to the college community. 8. The following individuals were members of the Board of Directors of the Upper Gunnison River Water Conservancy District in October, 1998, - when the District first determined to obtain water rights for the Gunnison Whitewater Park.
