5. The Enterprise shall be responsible for facilitating the definition,
implementation, and administration of the flow management program as
outlined in the Implementation Committee Report, with the advice of the
Storage Implementation Committee. Similarly, the Enterprise in
cooperation with the USGS shall be responsible for facilitating the
definition, implementation and administration of the long -term water
quality monitoring program as outlined in the Implementation Committee
Report, with the advice of the Storage Implementation Committee.
6. The Enterprise agrees it will refrain from exercising its water storage
rights for the Enlargements, as currently pending in Case Nos. 00CW 13 8
(Pueblo Reservoir Enlargement) and 00CW139 (Turquoise Reservoir
Enlargement), Water Court, Water Division No. 2 ( "Enterprise
Enlargement Water Rights "), at such times and to the extent that such non-
exercise may be necessary to allow Participant to fill Participant's space
(up to 5,000 acre -feet) for use within Participant's service area under an
Enlargement Allotment Contract pursuant to Participant's decreed rights
of exchange or any decreed change of water right, whether such exchange
