I'm not comfortable doing this right now, <br /> particularly in light of the fact that the Golden decision hasn't even <br /> come down yet, which may make this a moot issue. <br /> We may not need this legislation, depending on what the judge <br /> determines in the Golden decision. It's not even going to affect the <br /> Golden decision, so it's not even aimed at that. What it's aimed at is <br /> future things, and they may be taken care of by the Golden decision. <br /> So I think it would be prudent of us to wait until we see what the <br /> judicial decision is, then come in and see if we need to change the <br /> policy rather than changing the policy before the decision's even <br /> come down. It's very odd to see [inaudible] against your co- <br /> sponsor, but— <br /> [crosstalk] <br /> Twill argue with Representative Plant from the standpoint of I think <br /> it depends on whether you think the court should make the policy or <br /> whether we should make the policy, and that's the decision you're <br /> making is whether ornot we want to wait and let the courts make the <br /> policy, or whether we think that the general assembly has a role in <br /> making water policy for this State, and I [unintelligible] my vote. <br /> Woman: Members, the Speaker has asked that we go up so I would like to call <br /> a vote. Representative, can you sum it up in five seconds or less. <br /> Rep. Jameson: Yes. Thirty seconds. OK. All I want to say is that the courts have <br /> found that if you own a water right, you have the right to protect that <br /> from anyone trying to change or destroy or injure that right, and I <br /> think that what we're doing here is we're disallowing that. <br /> Mme.
