enough people at the table while this has been going on to give us a complete view of what the ultimate impacts of this change in policy are going to be. I'm not comfortable doing this right now, particularly in light of the fact that the Golden decision hasn't even come down yet, which may make this a moot issue. We may not need this legislation, depending on what the judge determines in the Golden decision. It's not even going to affect the Golden decision, so it's not even aimed at that. What it's aimed at is future things, and they may be taken care of by the Golden decision. So I think it would be prudent of us to wait until we see what the judicial decision is, then come in and see if we need to change the policy rather than changing the policy before the decision's even come down. It's very odd to see [inaudible] against your co- sponsor, but— [crosstalk] Twill argue with Representative Plant from the standpoint of I think it depends on whether you think the court should make the policy or whether we should make the policy, and that's the decision you're making is whether ornot we want to wait and let the courts make the policy, or whether we think that the general assembly has a role in making water policy for this State, and I [unintelligible] my vote. Woman: Members, the Speaker has asked that we go up so I would like to call a vote. Representative, can you sum it up in five seconds or less. Rep. Jameson: Yes. Thirty seconds. OK. All I want to say is that the courts have found that if you own a water right, you have the right to protect that from anyone trying to change or destroy or injure that right, and I think that what we're doing here is we're disallowing that.
