Rep. Rippy: Madam Chairman, I'd like a little [unintelligible] of the title, because
the title is clearly talking to recreational and channel diversions, and
now we're talking about environmental purposes.
Mme. Chair: [audio interference] under the title. Representative Webster?
Rep. Webster: Thank you, Madam Chair. I don't think I can really say yes. What
you're saying is that if the water goes across your land and floods
you, and keeps flooding you, you won't have the right to divert that
water around your land so it doesn't flood, for environmental
reasons.
Mme. I don't think —if you decide this type
of a water right is beneficial, you can't do it in order to—we don't
want to preclude in any of these other projects based this new
type of a water right. That's basically what I'm saying here.
Mme. Chair: Alison, would you record the book please?
• •
Clerk: Representative Alexander?
Representative: No. •
Clerk: Hodge?
Rep.
