Under terms that were being negotiated between the Water Board and the Pueblo West <br /> Metropolitan District, the District would pay between $200,000 and $400,000 a year for water, <br /> but it also would have to pay an up- front 'plant water connection fee "" of $2.8 million. In other <br /> words, Pueblo West would be treated like any other customer of the Water Board, being charged <br /> for the amount of water supplied it. <br /> As the Water Board has stated, this money would be used to help keep prices to customers within <br /> the city lower than they otherwise would be.
