The flow <br />recommendations will be set for the Whitewater gage on the lower portion of the river. It should <br />be noted that only 50 percent of the basin above this gage is regulated by the Unit. Therefore, <br />downstream tributary flows from the remainder of the basin are important in meeting <br />recommendations. <br />Reclamation, in cooperation with the National Park Service and the Fish and Wildlife Service, is <br />developing a RiverWare hydrology model that will be used to analyze the effects of the flow <br />recommendations on the Aspinall Unit and its authorized purposes. It is planned that <br />Reclamation will work with the Colorado Water Conservation Board to analyze water right <br />issues. <br />The overall goal of the RIP is to recover the endangered fish species while allowing water uses <br />and development to continue. The program serves as the reasonable and prudent alternative for <br />water development projects through a proactive and coordinated approach that stresses recovery <br />throughout the basin rather than developing separate reasonable and prudent alternatives for <br />individual water projects. <br />,n <br />
