<br />Water Supply Partnership Kit <br /> <br />ASA(CW) and to agree to act as the wholesaler for (3) The value ofbenefi!s foregone; <br />all the water requirements of individual users. This <br />places the local governments in a position to help <br />their citizens during difficult times and minimizes <br />the potential for problems that could arise if the <br />ASA(CW) was to determine who was entitled to <br />shares of surplus water based on assessments of <br />local needs. <br /> <br />illSI. <br /> <br />The cost for drought contingency water <br />supply will be determined in the same manner as <br />for surplus water but never less than $50 per <br />agreement year. <br /> <br />SEASONAL OPERATIONS FOR WATER <br />SUPPLY <br /> <br />AUTHORITY. <br /> <br />General Congressional authority for <br />seasonal operations for water supply as an <br />alternative to reservoir storage space has not been <br />established to date. Where not specifically <br />authorized, seasonal operation of a project for <br />water supply may be conducted consistent with <br />authorized project purposes and law, subject to <br />hydrologic and hydraulic capability of the project, <br />in order to provide an intermediate seasonal source <br />of water supply. This water supply could be used <br />to enhance groundwater replenishment, to increase <br />downstream flow, or to otherwise enhance the <br />general usage of the project for M&! purposes. <br /> <br />QLSI. <br /> <br />The cost to be repaid is: <br /> <br />(I) 100% of the new consouction costs <br />and new operational costs including the cost of <br />revising the water control plan; <br /> <br />(2) A share of the joint use operation, <br />matnter.<.;nce, rehabilitation, and replacement cost <br />based on the ilse.of-facilities cost allocation; <br /> <br />9 <br /> <br />(4) the value of damages or losses incurred <br />by others as a result of the changed operations <br />(may be the same as (3) above); and <br /> <br />5) A partial reimbursement of the existing <br />Federal investment in the project in the form of a <br />payment in an amount equal to one-half of the <br />savings to the benefited non-Federal interest (the <br />cost of the least cost alternative minus the specific <br />costs of the modifications listed in (I) thought (4) <br />above). <br /> <br />There is to be limit on the cost (excluding <br />annual operation and maintenance payments) <br />which is not to exceed the costs derived for <br />permanent reallocation as described earlier. <br /> <br />The repayment shall be consistent with the <br />charges as developed in the above paragraph on <br />costs as previously developed for storage and <br />surplus water. <br />
