5.0 SELECTED ALTERNATIVE <br />5.1. DESCRIPTION OF THE ALTERNATIVE <br />The Selected Alternative involves the installation of a vertical bore, or well, into the <br />tunnel at a location where the tunnel is believed to be sound. A pump would be installed <br />in the well to withdraw water from the tunnel. A pipeline would be installed to convey the <br />tunnel water to the Evans Gulch Reservoir and Evans Gulch Water Treatment Plant, as <br />shown in Figure No. 2. <br />5.2. DESIGN CRITERIA <br />The objective of this project is to construct a facility that will provide a reliable year-round <br />supply of good quality, warm temperature water to restore the District's water supply and <br />minimize freezing problems throughout the District's distribution system. <br />5.3. LAND AND RIGHT-OF-WAY REQUIREMENTS <br />The land on which the facilities in Alternative No. 1 would be located is not currently <br />owned by the District. The District has identified the appropriate landowners and <br />discussions are currently underway to acquire the necessary property for the pipeline, <br />pump station, power line, and access road easements. <br />5.4. COST ESTIMATE <br />The feasibility level capital cost for the project is estimated at $2,520,000. A detailed <br />summary of the anticipated costs are provided in Appendix D. <br />5.5. ECONOMIC ANALYSIS OF BENEFITS AND COSTS <br />The project may have a slightly positive net economic benefit. The District rates and <br />fees may be increased to assist in financing the project, if necessary. However, there <br />will likely be fewer frozen taps, saving many customers money, and the system will <br />perform more efficiently, ensuring customers of a good water quality and a reliable, year- <br />round supply. <br />__J W.
