2.0 PROJECT SPONSOR <br />2.1. ORGANIZATIONAL STRUCTURE <br />The Parkville Water District and the Parkville Board of Directors was formed in 1965 <br />pursuant to Title 32 Article 1 of the Colorado Revised Statutes. The Parkville Board of <br />Directors holds all powers assigned by Title 32 and the "Colorado Special Districts Laws <br />Manual". These powers include the right of Eminent Domain, the right of taxation, the <br />right to set rates, and the right to enter into contractual arrangements. Appendix A <br />contains the original Bylaws of the District. <br />2.2. BOARD OF DIRECTORS <br />The District has five directors. The directors serve a two or four year term, and earn the <br />position through a ballot election. The officers are elected by the Board of Directors. <br />The District has nine employees. The District's general bookkeeping and administrative <br />services are performed by the office manager. The District's general manager conducts <br />the day-to-day operations of the District's facilities. Legal and engineering services are <br />performed by independent consultants on an as-needed basis. <br />The Board of Directors has certain duties and responsibilities, which include the power <br />to make resolutions regarding the District, establish the annual budget for the District, <br />provide an annual financial audit of the District through an independent certified public <br />accountant, incur indebtedness, enforce the payment of all assessments, and pay bills. <br />The power and duties of the board are enumerated in the Bylaws of the District, attached <br />in Appendix A. <br />2.3. HISTORY OF ORGANIZATION <br />In 1879, the City of Leadville granted a franchise to the Leadville Water Company (the <br />Company). The Company acquired direct flow and storage water rights, constructed raw <br />water storage facilities, and constructed a distribution system that served Leadville for <br />approximately 85 years. The Company primarily utilized sources from Evans Gulch, <br />lowa Gulch, and Empire Gulch, along with three small, raw water storage facilities in <br />_J W. W.
