Gimbel <br />CWCB Director <br />FROM: Veva Deheza, Section Chief <br />Kevin Reidy, Water Conservation Specialist <br />Office of Water Conservation & Drought Planning ( OWCDP) <br />DATE: April 13, 2010 <br />SUBJECT: Water Efficiency Grant Fund Recommendation for Douglas County Regional <br />Water Conservation Plan <br />Summary of Grant Application <br />The Office of Water Conservation & Drought Planning ( OWCDP) received a Water Efficiency Grant <br />Fund application from Douglas County for a county -wide water conservation plan. Each of the 20 non - <br />covered entities in the county will create their own individual water conservation plan that will feed into <br />one regional water conservation plan. Six other covered entities in Douglas County currently have CWCB <br />approved water conservation with another two entities still pending. With the successful completion of <br />this project all water providers in Douglas County could have CWCB approved water conservation plans. <br />This is a first in Colorado. Douglas County is requesting $49,980 to develop a water conservation plan <br />that will comply with §37 -60 -126 C.R.S. and build on previous water conservation planning efforts. <br />The water provider participants are located in the South Platte River Basin where SWSI identified a <br />50,300 afy gap in 2030 for the South Metro sub -basin in which Douglas County sits. Much of the <br />participating water providers' water supply comes from non - renewable groundwater. Water conservation <br />will be vital in helping Douglas County to extend its water supplies. <br />Douglas County and the water provider participants have pledged 81 % matching funds in the form of <br />cash and in -kind services. OWCDP staff has reviewed and evaluated the grant application and has <br />determined that the proposal meets or exceeds the CWCB guidelines for reviewing grant proposals. <br />Attached is the internal checklist used to evaluate the application. <br />Recommendation <br />The OWCDP staff recommends that Jennifer Gimbel, Director of the CWCB, authorize a Water <br />Efficiency Grant in the amount of $49,980 for Douglas County to develop a regional water conservation <br />plan in accordance with §37 -60 -126 C.R.S. <br />Attachment: Evaluation Checklist <br />Water Supply Protection • Watershed Protection & Flood Mitigation • Stream & Lake Protection • Water Supply Planning & Finance <br />Water Conservation & Drought Planning • Intrastate Water Management & Development <br />
