Project Description <br />The following concerns were addressed in the project: <br />• Erosion of the upstream dam face was repaired <br />• Installation of adequate riprap <br />• Reconstruction of the upstream dam face to a slope ratio of 3:1 <br />• Outlet pipe was extended <br />• Replacement of the upstream sluice gate <br />The Design Report for Smith Reservoir Dam Reconstruction and Outlet Structure <br />Improvements and construction plans prepared by Davis Engineering Service, Inc. and <br />approved by the Office of the State Engineer are included in Appendix D. <br />Specifications for Smith Dam Reconstruction & Outlet Structure Improvements prepared <br />by Davis Engineering Service, Inc. are found in Appendix E. <br />Cost Estimate and Alternatives <br />Allen Davey with Davis Engineering Service, Inc. prepared a preliminary cost estimate <br />report dated August 3, 2009. This estimate compared two alternative plans. Alternate 1 <br />estimated at $192,396.00 was based on a concrete outlet pipe extension. Alternate 2 <br />estimated at $243,980.00 was based on a steel outlet pipe extension. Both alternates <br />included costs for correcting the upstream dam slope to a 3:1 ratio. The engineer <br />submitted both plans for consideration to the Office of the State Engineer on August 7, <br />2009. This report is included in Appendix F. <br />However, the actual cost of the project dramatically increased. The reconstruction plans <br />were altered to meet specifications as required in the plans approved by the Office of the <br />State Engineer. Unexpected costs also accrued due the large amount of silt which had to <br />be removed from the site, pumping costs to keep water out of the repair site, and <br />upgrading material to meet specifications set by the State Engineer. The plans approved <br />by the State are included in Appendixes D and E. Estimated costs as of late November <br />are shown below. <br />Estimated Engineering (Davis Engineering Service) $ 70,000.00 <br />Estimated Construction $597,000.00 <br />Total $667,000.00 <br />Trinchera Irrigation Company sold 864 of company held stock for $172,800.00 to cover <br />most of the original estimated construction costs. As of November 30, 2009 TIC has <br />spent $226,616.19. Two stockholders have committed to prepaying their 2010 <br />assessments to help cover costs due in 2009. TIC has a$75,000.00 line of credit at <br />Alamosa State Bank which can also be used. A stockholder has committed to a short <br />term loan to cover the reconstruction costs until long term funding can be obtained. <br />
