8.2.1 Schmidt Recharge Site
LLRC is currently in negotiations for the acquisition of 34.9 acres of land at the Schmidt site. Final
acquisition of the property is expected within the next two months. However, if a final agreement for
the acquisition is not obtained, the Schmidt Recharge Site will be excluded from the total project
cost.
A conceptual layout of the proposed improvements at the Schmidt Recharge site is shown in Figure
3. The recharge reservoir area was calculated based on site borings and the Unit Response Factors
and Estimated Recharge Rates for a Potential Recharge Site completed by Miller Goundwater
Engineering, LLC. The site boring identified the top soil (0'-3') as sandy clay, bottom of recharge
pond being a silty sand (3'-7'), and then clean sand below. Based on the site information, the
recharge rate was calculated at 2 cfs/acre for a minimal size of 10 acres. The ponds were oversized
to 15.1 acres to allow any sedimentation or erosion within the reservoirs which will decrease the
recharge ability. The recharge reservoirs will be constructed with side slopes of 3H: 1V which is
consistent with sandy site soils that extend from the natural ground surface to the free draining soils
located above the aquifer. To protect against storm water a two foot high berm will be constructed
surrounding the excavated reservoir. The augmentation water to be delivered to the recharge
reservoir is proposed to be delivered using two diversions; one located on the north branch of the
Smith Lateral and one located on the south branch of the Smith Lateral. The Smith Lateral is the
conveyance lateral historically utilized to convey water from Lower Latham Ditch to the Schmidt
Farm. LLRC has acquired 2 shares of Smith Lateral historical associated with the Schmidt properiy.
The existing farm headgates are only sized for the historical Schmidt Farm shares which are much
lower than the proposed 10 shares required from each diversion for the recharge reservoirs.
Therefore, each headgate will require structural modifications to allow LLRC the ability to divert 10
shares from each structure. The historical conveyance in the north and south Smith Lateral were
approximately 2 shares and the new proposed conveyance is 10 shares. The increased conveyance
requirements have necessitated the enlarging of approximately, 3,350 lineal feet of the Smith Lateral
and concrete lining to facilitate future proposed deliveries to the site.
Accompanying this conceptual layout is an Engineer's Opinion of Probable Project Cost or, EOPPC.
The EOPPC is based on the information available at the time of writing this report and is intended
-10-
