The Town of Windsor is requesting $30,570 to conduct a
comprehensive Water Rate Study. The Study will help to determine if improved water rates will
promote water conservation among the City's customers.
A Water Rate Study was identified as a priority in the Town of Windsor's Water Conservation
Plan. The Town projects that an improved water rate structure could save as much as 42 AF
annually or 424 AF over a ten year period, and will encourage water conservation system -wide.
The Town has pledged 36% matching funds in the form of cash and in -kind services. The
OWCDP staff has reviewed and evaluated the grant application and has determined that the
proposal meets or exceeds the CWCB guidelines for reviewing grant proposals. Attached is the
internal checklist used to evaluate the application.
Recommendation:
The OWCDP staff recommends that Jennifer Gimbel, Director of the CWCB, authorize a Water
Efficiency Grant in the amount of $30,570, for the Town of Windsor to conduct a comprehensive
Water Rate Study.
Attachment: Evaluation Checklist
Water Supply Protection • Watershed Protection & Flood Mitigation • Stream & Lake Protection • Water Supply Planning & Finance
Water Conservation & Drought Planning • Intrastate Water Management & Development
