permitted. This level of permitting effort was not anticipated, nor was the US Fish & <br />Wildlife Service $21,274.16 depletion charge. <br />2. The Special Condition in the 404 Permit requiring wetland mitigation was anticipated <br />when the original estimate was prepared. However, the USACE has since adopted <br />new guidelines that require much more extensive documentation of the mitigation <br />design plans and follow -up monitoring plans in a detailed Mitigation Design and <br />Monitoring Report. The cost associated with preparing this report was not <br />anticipated at the time the original budget was prepared. <br />3. The design of the wetland mitigation required more effort to complete because the <br />selected mitigation site required development of a grading and site preparation plan <br />that was much more complex than anticipated in the original budget. The costs <br />associated with the design and implementation of this grading plan were under- <br />estimated in the original budget. <br />Task 5- Surveying is anticipated to be higher due to the unanticipated requirement to confirm <br />grading design elevations and areas for the wetland mitigation site. <br />Task 6- Project Construction will be higher due to the remote location of the reservoir and <br />the short construction season which necessitated two construction seasons. <br />Task 7- Project Management will be higher because the original estimate did not anticipate <br />the level of design review and field inspection required to construct both the spillway <br />modifications and the wetland mitigation, nor did it anticipate construction extending over <br />three construction seasons. <br />The current contract is set to expire on June 30 2009. Because of the issues listed above, <br />the schedule to complete this project has been pushed back. I anticipate construction to be <br />complete sometime in the autumn of 2009, and request an extension in Contract time to <br />December 31, 2009.
