permitted. This level of permitting effort was not anticipated, nor was the US Fish &
Wildlife Service $21,274.16 depletion charge.
2. The Special Condition in the 404 Permit requiring wetland mitigation was anticipated
when the original estimate was prepared. However, the USACE has since adopted
new guidelines that require much more extensive documentation of the mitigation
design plans and follow -up monitoring plans in a detailed Mitigation Design and
Monitoring Report. The cost associated with preparing this report was not
anticipated at the time the original budget was prepared.
3. The design of the wetland mitigation required more effort to complete because the
selected mitigation site required development of a grading and site preparation plan
that was much more complex than anticipated in the original budget. The costs
associated with the design and implementation of this grading plan were under-
estimated in the original budget.
Task 5- Surveying is anticipated to be higher due to the unanticipated requirement to confirm
grading design elevations and areas for the wetland mitigation site.
Task 6- Project Construction will be higher due to the remote location of the reservoir and
the short construction season which necessitated two construction seasons.
Task 7- Project Management will be higher because the original estimate did not anticipate
the level of design review and field inspection required to construct both the spillway
modifications and the wetland mitigation, nor did it anticipate construction extending over
three construction seasons.
The current contract is set to expire on June 30 2009. Because of the issues listed above,
the schedule to complete this project has been pushed back. I anticipate construction to be
complete sometime in the autumn of 2009, and request an extension in Contract time to
December 31, 2009. A revised schedule is attached in Table 2.
If you have any questions please do not hesitate to call me.
nyStI r
Capital Program Manager
Eagle River Water & Sanitation District
(970) 477 -5446 office
(970) 471 -0866 cell
Copies: Dennis Gelvin, Linn Brooks Eagle River Water & Sanitation District
Ryan Chesnut, Vail Resorts Joint Venture Accounting
