The original budget <br />estimate that was developed for the reservoir expansion falls short of the actual <br />cost for the project for several reasons. Table 1 lists the current and anticipated <br />expenditures for this project. There are several tasks for which total costs will <br />be higher than originally forecast. <br />Task 1- Engineering will be higher because the spillway construction period <br />extended over two years, which resulted in additional field inspection and <br />engineering fees. <br />Task 3- Environmental Permitting costs will be higher than originally budgeted <br />for, for three reasons. <br />The US Army Corps of Engineers (USACE) 404 Permit process for <br />reservoir expansion triggered Section 7 consultation with the US Fish & <br />Wildlife Service under the Endangered Species Act. This will bring the <br />contract total to $250,000. As you are aware, the Eagle Park Reservoir <br />Town of Avon <br />Company (EPRC) was awarded a grant from the CWCB totaling $250,000 for <br />Beaver Creek <br />expansion of the Eagle Park Reservoir and related environmental mitigation <br />Metropolitan District <br />under Contract #150401. The original budget request prepared by EPRC for <br />expansion of the reservoir was for $180,580 and this amount was authorized by <br />Berry Creek <br />Metropolitan District <br />CWCB. The anticipated total for this project has been revised upward to <br />$518,523, with detail provided in Table 1.
