June 4, 2009 <br />Statement of Work <br />WATER ACTIVITY NAME — San Antonio River — El Codo Ditch Diversion <br />Rehabilitation <br />GRANT RECIPIENT — El Codo Ditch Company <br />FUNDING SOURCE — Rio Grande Basin <br />INTRODUCTION AND BACKGROUND <br />Provide a brief description of the project. (Please limit to no more than 200 words; this will be <br />used to inform reviewers and the public about your proposal) <br />The incorrect placement, rock -pile structure, and poor condition of the El Codo Ditch diversion <br />on the San Antonio have caused problems for two generations, created difficulties in diverting <br />water in a timely manner, and caused severe erosion and flooding. Costly almost daily <br />maintenance strives to keep the waters of the San Antonio from overtopping the river bank and <br />flooding the ECDC system and the town of San Antonio and surrounding communities. This <br />two -phase Project began this spring using El Codo Ditch Company (ECDC) funds to complete <br />Phase I, repairing the severe erosion just upriver from the diversion. The bank has now been <br />stabilized with two J -hooks about 300' upstream of the diversion, containing the flows, <br />redirecting them toward the center of the main channel, and stabilizing the area in preparation for <br />Phase II. Funded by Rio Grande Roundtable WSRA funds, Phase II will cure the root cause of <br />this long- standing problem this autumn, replacing the current rock -pile diversion with an NRCS- <br />engineered concrete Core and directing flows more effectively toward the Ditch Head Gate and <br />the Bypass Head Gate. A new gear /screw - controlled metal Bypass Head Gate will be installed, <br />restoring optimal diversion effectiveness. <br />OBJECTIVES <br />This Project addresses multiple consumptive and non - consumptive needs of El Codo Ditch <br />Company as well as those of all stakeholders on the San Antonio River. As listed below, this <br />project helps to meet agricultural demands for sustainable water supply; promotes cost <br />effectiveness and operational flexibility; optimizes existing and future water supplies; provides <br />for enhanced riparian habitat; provides protection from flood; enhances aquifer recharge; helps to <br />bring water supply and demand of the Rio Grande Basin into balance; keeps all possible water <br />within the Basin; and supports the ability of Colorado to fulfill its commitments under the Rio <br />Grande Compact. Rio Grande Basin objectives are accomplished by: <br />Sustainably meeting agricultural demands <br />Increasing the ability of ECDC to divert water rights in priority for 1,500 primary irrigated acres <br />Providing environmental enhancements to fish habitat <br />Improving riparian areas by reducing sediment load and woody debris <br />Facilitating two -way passage of fish <br />Reducing the very high likelihood of flood <br />El Codo Ditch Company I Updated Statement of Work <br />
