COLORADO 81302 <br />(970) 247 -1302 - Fax (970) 259 -8423 <br />Robert Witt, Board President <br />Pine River Irrigation District <br />13029 C.R. 501 <br />Bayfield, CO 81122 <br />Dear Mr. Witt: <br />July 31, 2002 <br />This letter will confirm the action of the Southwestern Water Conservation District Board <br />of Directors taken at our meeting on July 23, 2002, in Pagosa. Springs, Colorado. The Board <br />received and considered your request of April 22, 2002. As a result of that letter, and the <br />discussion, it was the decision of the Southwestern Water Conservation District that the principal <br />balance and interest payments due on the $75,000 note between the Pine River Irrigation District <br />and the Southwestern Water Conservation District shall be deferred for a period of five (5) years <br />from the date of the Board meeting. It was understood and agreed that the deferment of principal <br />and interest payments for the next five years would perhaps allow the Pine River Irrigation <br />District and/or the Southwestern Water Conservation District to recoup the $75,000 loan, plus <br />accrued interest, in the event other parties should take over the construction of a domestic water <br />system which had previously been sponsored by the Pine River Irrigation District. <br />If you have any questions with regard to the action taken by the Board, please do not <br />hesitate to contact me at any time. <br />Sincerely yours, <br />FVK:law <br />Fred V.
